VULNERABLE residents of a nursing home in Banstead are "unsafe" and "at risk", according to care inspectors.
The Care Quality Commission has given owners of Firtree House Nursing Home two formal warnings after rating its service as "inadequate."
Staff must make immediate improvements after inspectors found it was "failing to provide care which was safe, effective, caring, responsive or well led" for its 22 elderly residents.
The Fir Tree Road home, which cares for dementia sufferers, was told to improve following an inspection in February last year.
However, a visit in July found staff had not dealt with concerns.
The £600-a-week facility, run by Shamir Jiwa, was found to be unsafe and not well managed.
Inspectors discovered medicines were left unattended and not being stored or disposed of in a safe way.
A report also stated residents "looked bored" and staff showed "a lack of respect" after using a resident's bedroom to make phone calls and take a break in.
The report stated staff did not follow requirements of the Mental Capacity Act 2005 when blanket decisions were made about the residents' care, rather than on a case by case basis.
The damning report, released last week, comes a fortnight after Banstead care home, Merok Park, was shut down by the CQC after it was branded "dirty and unsafe".
Adrian Hughes, CQC deputy chief inspector of adult social care in the south, said: "We found the care provided at Firtree House Nursing Home fell a long way short of what we expect services to provide.
"We have told the provider they must take immediate action to resolve the issues we identified.
"While we did see some caring interactions between staff and people living in the home, we found that in other ways people were not well supported.
"Some of the issues we found needed urgent attention, and when we returned to the home more recently we were not satisfied with the progress that was being made.
"From our inspections, Mr Jiwa has been unable to assure us that good quality, ongoing compassionate care can be delivered. We are therefore finalising what further action we will be taking to ensure people receive care which is safe, effective, caring and responsive to their needs."
Mr Jiwa said staff have been "working tirelessly" to improve standards and consultants have been hired to help make changes. He added residents "speak highly" of the care given.
He said: "I have run Firtree House Nursing Home for the last 24 years and am passionate about the care we give. I am doing whatever it takes to achieve an excellent standard."
