A PAEDOPHILE who social services had labelled "dangerous" was allowed to attack again.
Red Saunders, 23, was jailed for life at the Old Bailey on Friday after pleading guilty to 24 charges, including rape and sexual assault on young girls.
But the former photography student was known to authorities when he carried out the attacks, after an incident in 2005 in which he sexually abused a five-year-old girl at a gym where he was working as a party organiser.
He was only given a two-year supervision order, but a report at the time marked him as "a danger to children".
Edward Lucas, prosecuting on Friday, said: "In a report it says the defendant appears to have developed a habit of furthering his fantasies.
"He was placed under a supervision order but it didn't work, clearly, he re-offended."
The court heard how Saunders, of Huddlestone Crescent, Merstham, has been obsessed with young children since he was 12.
In April this year he answered an advertisement for a babysitter, using his brother's name, and filmed himself abusing the eight-year-old girl left in his care.
He was arrested after the child complained to her parents. Police searched his home and found more than 4,000 images of children, and evidence of a further attack against a six-year-old girl.
Saunders recorded the abuse in professionally cut movies titled "Paedo productions" and "My Legacy".
A Surrey County Council spokesman said their warning about how dangerous Saunders was went unheeded.
She said: "We closely monitored Red Saunders when he was a youth under a court supervision order.
"Once the order ended and he became an adult, our role with him ended and we recommended he should be closely monitored.
"It is a tragedy that he went on to offend. All the organisations involved will have to look closely to make sure nothing like this ever happens again."
Residents in Merstham were stunned to hear a pervert had been living in their midst. A mother, who lives nearby but did not wish to be named, said:
"You don't think that this sort of thing can go on and we not know about it.
"It is scary, very scary."
