A PUB'S licence has been suspended for six weeks following complaints from residents and the police.
The Admiral Inn, in Nutley Lane, Reigate, has also had its opening hours significantly curbed.
The licensing review was prompted after police used emergency closure powers to temporarily shut the pub earlier this month, under legislation only used once before in Surrey.
The pub has appealed the decision, and will remain open until that is heard.
Evidence presented to Reigate and Banstead Borough Council's licensing committee hearing included numerous statements from residents complaining of swearing, vomiting and late-night disturbances outside their homes in recent months. One young family said they had taken to staying away on Friday and Saturday nights because the situation had become "intolerable".
However, a number of members of the public also wrote statements in support of the residential pub, including Malcolm Savidge, a former MP for Aberdeen North, who said it was "well-managed".
Representing the police at last Thursday's hearing, Peter Taheri listed a string of incidents in the weeks prior to the emergency closure on November 4.
The pub had been "teetering on the brink of public nuisance, slipping into crime and disorder", he said.
"It is not as if there have been no visits by the police and others, and improvement in the period has not been made."
"There has been no report of the DPS [designated premises supervisor] being there in all of the incidents and the persons that are in charge have lost control. It has led to public nuisance and it has led to crime and disorder. It is for this reason the police say action urgently needs to be taken."
However, counsel for the Admiral, Guy Ladenburg, suggested the police had been heavy-handed by invoking the closure power.
"A closure order is when closure is necessary to prevent criminal disorder or public nuisance," he said. "You will see from [PC] Stanton's statement that when the closure order was served at 1.04am, it was served on an empty pub.
"The police were using the wrong power."
He said the pub's bosses were sorry "to have caused a nuisance, and recognise the need for some change", but said the levels of crime and disorder were too low to warrant the revocation of the licence.
The pub was previously open until 1am on Friday and Saturday nights. The committee ruled it will now have to stop selling alcohol and stop playing music by 10.30pm on Monday to Saturday nights, and close by 11pm. On Sundays, alcohol sales and music must stop by 9.30pm, and the pub must close by 10pm. There must be no live music and CCTV must be installed. The committee also called for the removal of the DPS, Lesley Teasdale.
She told the Mirror she was disappointed by the decision and planned to appeal.
