The Queen Elizabeth's Foundation (QEF), based in Leatherhead, has secured planning permission to build eight or nine new "independent living" flats at its Dorin Court base, in Oaklawn Road.
The new accommodation – for which the charity needs to raise up to £4 million – will expand the charity's support for people with severe physical and/or learning disabilities coming out of boarding at special schools.
Chief executive Jonathan Powell said: "Whereas most people are able to start school, college, university or work, if you've actually got severe, multiple disabilities and perhaps learning or communication disabilities associated with them, it can be a difficult transition.
"Some people need help and expertise during this important period. We're talking about the 19 to 25 age range.
"Rather than necessarily going back home or being quite ready to lead a fully independent life, they are likely to benefit from some assistance in learning life skills through a transition from school life to independent life, and that is what we do.
"Ultimately the plan is, when they are ready, willing and able to do so, they move on from Dorin Court and into the community in Leatherhead or Cobham, or wherever else they may want to live."
QEF provides a range of options – from care home rooms, to group homes, to independent flats – and the charity normally has about 35 people staying, for an average of three to four years each.
Mr Powell added: "We have now got planning permission from Mole Valley District Council for it, which we are very pleased about, and the next challenge is raising the estimated £3 to £4 million needed.
"We want to be able to help more people with the important work we do at QEF and reach more people, especially in these difficult times.
"What we do for people with multiple complex disabilities is fantastic, and if we can do more for people, it will be even better."
The charity plans to start a fund-raising drive for the project in the new year and hopes to have raised the required funds by the end of 2013.
